Sounds fishy to me. Dragons returning - to Valenwood, Elsweyr or even Black Marsh?! Dragons prefer mountains, what are they supposed to do in swamps, deserts or jungles? Get stuck in vines, mud or burning their wings off don't sound like dragon-friendly options. Honestly, I just want to be in the next war. And a movie about the Great War. Bethesda, DO EEEEEET!
I envisage a variety of dragons that have evolved for all types of environments. Heavy forest may lead to smaller, more agile species, swamps to amphibious versions etc. learning to deal with them might be a whole new set of challenges.
Nah, we already had stuff like this - the Cliffracers from Morrowind. If the next ES game is in Valenwood all I want to be bothered with is either giant flying beetles or annoying Imgas (or both).
Also if they were to return to the dragons plot that would be pretty disappointing as each game's main plot was native to the province: Azura and the Morag Tong in Morrowind, Akatosh, Dagon and the Amulet of Kings in Oblivion, and Aludin and the Dragonborn in Skyrim. Now I have absolutely no knowledge of Valenwood or Elsewyr (if that's where the next game is planned for) but whatever they plan, I hope they give us something new and exciting like an inclusion of the Great War and being able to join either side or becoming the guardian of one of the provinces after the previous one goes crazy. We shouldn't be playing the new game and have it feel as if it's just Oblivion or Skyrim with a new skin.
