Save your game before trying this.
You will need slow time call (only stage 1) and a home in Whiterun. Get the mission and continue it until you have the Rueful Axe then return to the shrine and talk to Clavicus while standing atop the ledge that overlooks the cavern that the statue is in. Select the option that basically suggests you wish to be rid of the Axe and want the Masque. Quickly Exit the conversation and use slow time call while retreating to the back of the cavern out the secret entrance. As soon as your out instantly quick-travel to Whiterun and use your slow time call again while running towards the door of Breezehome. As soon as you enter use the closest weapon rack to dump the Rueful Axe. At this point it should say your objective is complete, if it doesn't something has gone wrong, however the quest will not be complete return to Clavicus' shrine and he should continue the previous dialogue and give you the Masque. You should now have the Rueful Axe in Whiterun, which can be picked up now, and the Masque of Clavicus Vile in your inventory.
