Spoiler How do I use Vampire's Seduction?

I'm in the part of the vampire questline where you must use Vampire's Seduction on the Moth Priest you are supposed to capture, but I cannot find this power anywhere, it's not listed as a power, and it's not in the favorites menu when in the Vampire Lord form. I know regular vampires have it as a power, but it's not with me. Thank you in advance!

I believe you have to be either Stage Two or Stage Three as a regular vampire to have it.
