How do I go upstaires at dawnguard>

I been running around for thirty minutes trying to get upstaires to talk to that black guy to do dawnguard quest, right after i walked in and he was up there and did a test to see if we were
vampires or not. For the life of me i cant find a way up there. what do i do?

As you walk in, go to the archway to the right. There will be a spiral staircase.
