How can i get married??

Well i wanna get married and i cant, ive talked to moramal and got the necklace and when i try to talk to a woman it doesn't give me the option. Ive tried it wearing the necklace and with it off.
Any suggestions??

dude in riften boozer sells marriage necklace , be cool about it tho cos your wife goes out to make money , i married the voice coach from whiterun.

Go to the church place in riften, talk to this one guy and buy a amulet of mara. When you wear it, it allows you to unlock a new chat option (flirting/marriage). But sometimes you have to do something for that particular person to marry them
