I have the legendary edition in skyrim. it says that hearthfire is downloaded bolth from the data files and on steam. I have about 15 mods running right now. I have already killed Grelod the kind in the darkbrotherhood questline.
Tutorials I have seen say that someone should walk up to you and hand you a letter, but this never happened.
i have tried to spawn in the letter with console commands, it never worked.
I have also tried the other ways people say you can get a plot, for example talking to one of the jarls assistants in one of the towns ( i cant remember the name) to buy land.
