All you need is enough gold to make a bunch of hide bracers, the Fortify Sneak enchantment, and a ton of filled Grand, Greater, and Black soul gems.
First, make the same amount of bracers as your soul gems.Then, find the nearest arcane enchanter and enchant them with Fortify Sneak. Sell them! Rinse and repeat.
Make sure to get the first 5 perks for Enchanting.
