In Solitude, Falk Firebeard in the Blue Palace sells you a house for 25,000 gold in order to become Thane of Solitude. This is a ridiculous price, but there is a way to get it free. It's a very similar way to getting a free house in Whiterun. However, Falk never sleeps.
*YOU MUST HAVE 25K GOLD IN ORDER TO ATTEMPT THIS GLITCH*
So to get the free house, speak to him, say you would like to buy the house, then he will say something, and you can accept the offer or decline it. Accept it, and then very quickly, before he gives you the key, you must turn yourself around, and open the small cupboard on the wall behind him. The cupboard is against the same wall that the Jarl's throne is against. Place all your money in this, and then leave the interface. Falk should give you the key, and the decorating guide, and all your gold will still be in the cupboard which you can withdraw afterwards.
Saved 25k gold
EDIT: This technique also works for the upgrades and decorations you may perform on your house. It probably also works for many other things, just be creative ;D
I recommend saving the game right before you attempt this as if you are too slow he might take the 25k gold from you. However if you use the right cupboard and attempt it properly you should get it fairly quick, I got it first try
