Enchantment isn’t showing up in my list

I bought the spell tome from the guy at the college to learn water breathing, when I tried to enchant my helmet it wasn’t in the list. I came across another item with water breathing and tried to disenchant it and it said I already knew that one, yet it’s still not showing up in my list of enchantments. Any info on fixing this would be helpful.

You can only put the waterbreating enchantment on head gear and jewelry.

Try to enchant a necklace or ring with it instead of your helm. See if that works

It’s not showing up at all no matter what I try to enchant, whether it jewelry or helms.
