First off, you have to get your restoration to level 60 or higher, you can do this relatively easily by usin one of two methods:
1. Dual cast equilibrium (alteration spell) and healing/fast healing. Just have equilibrium drain your health then heal back up.
2. Dual cast flames/sparks/frostbite and healing hands/heal other. You will need either a weak opponent a horse or someone you can hit that can't hit you. Dual cast flames and healing hands on whoever and repeat when your magic gets drained. Some people to use this on are the torture victims in the dark brotherhood and your horse.
After about an hour maybe less you will be at level 60 in restoration. Go to the college of winterhold and join if you havn't already. Go to the restoration teacher and buy circle of protection. Just cast this spell whenever you feel like leveling up. You don't need to have any drougrs either. You should level up about once every 1-3 minutes.
