Does the vampire lord get the benefits of necromage perk?

Title says it all. Does a vampire lord get affected in the same way as a regular vampire in regards to the necromage perk?

Looking to make a powerhouse bloodsucker but Id like to be a vampire lord also. Just wondering if anyone definitively say its the same.

The answer is yes. However, as of the 1.2.3 Unofficial Skyrim Patch the Necromage bug no longer works on player character vampires.

A player with Vampirism and Necromage will receive greater benefits from self-targeting spell effects, as the player is flagged as undead. PC Only: This issue has been addressed by version 1.2.3 of the Unofficial Skyrim Patch; Necromage no longer boosts the power of spells and enchantments used on a vampire player.

As long as you don't have the 1.2.3 Unofficial Skyrim Patch (PC only), you're good to go with your Necromage Vampire Lord. Also, if I'm reading it right, you need to choose all of your perks (including the Necromage perk) before becoming a vampire in order to receive the benefits.

Need some insight on Vampire Lords

The vampire Lord is definitely affected the same way a vampire is. If you are on PC, one of the unofficial patches makes neither affected though.
I have noticed if you set your character race on pc when you are a VL and go ino you active effects you will notice that the VL does not suffer from the Weakness to Fire or the Resistance to Frost and your Racial abilities form your Human or Elven form do not carry Over
