Cant report back to Ulfric Stormcloak after battle for Whiterun

So the problem that im having is that after the battle for W.R I cant report back to Ulfric Stormcloak and Vignar does not move in dragons reach and keeps saying "Twelve Septims on the girl" and says "Out of the way!". Also Jarl Balgruff just goes and sits on his throne. Im on S.S.E PS4 so console commands are not a thing and last but not least the battle music wont stop and when it did no MUSIC AT ALL!!!....... I waited in dragonsreach and the music COMPLETELY STOPPED!!!! Any one have any recommendations

If you haven't saved yet maybe do the battle again this may be a glitch.
