Bloodmoon. When to start?

The Dragonborn trailer has forced me to make a decision on Bloodmoon.

I definitely want to play it before the Skyrim DLC, but I wonder if my current level 20-something character is suitable or if a new character is advisable.

I played it for a few hours with my first char, who was around level 40 and "main-quest deprived," and it seemed targeted at low levels.

I always started BloodMoon as soon as I started Morrowind. It is a bit difficult at level 1, but playable if you are careful. So level 20 is a good place to start BloodMoon.
