I'll have to read all of the posts at some point. I did read a decent bit. I approve of anything that makes anything on this site easier for old and new members alike. When I thought about making a RP I was working on a system that would allow people with different skill levels to participate. I never refined it or did more with it but I'll post it here. Maybe it could be adapted to be included?
There are three roles one can occupy in VARP. Major, minor, and support. A major role is a character who has the ability to largely influence the overall direction and flow of the story. Minor roles are characters that participate in the story and can help shape minor story plots and events. While initially limited, minor roles have the ability to transcend into a major one should their role play warrant it. Support roles are for people who would like to participate in the role play but who may also not have a lot of time on their hands. This role allows them to still be able to join but without worry of having to make any big RP decisions or having to post regularly and keep up-to-date. Any role can be changed at any time if you show that you are capable of fulfilling a larger spot. Likewise, you can ask to lower your role if you feel that life is taking up too much of your free time and you are unsure if you will be able to continue at the same dedication.
I also thought about tagging people in the actual RP so that they will be drawn to it when the log on and know that their character has been brought into a scene. But like I said, I never refined it.
