This thread is for general development of the the series of quests comprising the Third Act of the mod, regarding the player's takeover of the Cartel. All of the following is of course open to change, and this post will be updated as necessary.

After taking over, there could be tasks that are set up like side quest. Like you have to personally bribe guards, investigate and take out competition, continue to find and kill moles, stop junkies from stealing shipments, destroy rehab facilities to keep junkies from getting help (lol-thats horrible) This could turn into its own game!
