A Letter From A Friend

Noob question . Been in this game for a year now , who is it that is sending the letters for word walls and the locations ?? Thanks for any input . Realize this isn't that important but I thought I would find out ( in game ) as time went by , but still haven't a clue.

I don't think it's ever answered definitively. In my headcanon they come from Esbern, behind Delphine's back.

If not Esbern, I'd like to think they come from the Courier himself. He really gets around, and may know local lore and rumors better than anybody else in Skyrim. Maybe he's too intimidated to approach the Dragoborn directly, and is acting on the sly instead.
