    Elisif is Jarl by right, only because she was recently married to Torygg. Her actions as Jarl, are her own, or those of her court.     I'm surprised it has not been mentioned... seemed pretty obvious to me. The Katariah, after completing the Dark Brotherhood quest line is safe storage, also has the unique scimitar Windshear onboard. You could wear the Emperor's robes, be a flashy rich pirate.
