I'd rather the next TES game not simply have the Thalmor as the sole antagonists, it would be a little too predictable. It would also make no sense to me if the Empire defeated them without some sort of superweapon or intervention. It's why I'd love to see a maormer/sload alliance who conspire...
Actually, a cunning leader of the Thieves Guild would probably make a better leader than a well meaning warrior who lacks the political ability and ruthlessness needed to run a kingdom.

Not true. Altmer and Bosmer are actually traditionally isolationist and have rarely meddled in the affairs of Tamriel. Men are far more often the aggressors than mer in Tamrielic history.
The original Thalmor were generally noble, founding the Aldmeri Dominion to protect merish civilisation from foreign conquerors.
The current Thalmor however are very nasty: there is strong evidence that they purged dissenters in their own lands and beyond including those who fled to Sentinel...

The plot could revolve around the second Great War with the Aldmeri Dominion fighting on two fronts against the Empire and their allies on one side and the maormer of Pyandonea, allied with the Sload of Thras, on the other.
