Well obviously houses are going to be the most expensive.. but the most expensive thing I've seen a vendor selling was a Glass Dagger that I think was enchanted with Banish Daedra for $13k.

Lol yeah sometimes I'll log onto my main just to demolish a whole city when I get bored. Or if I'm about to log out on a new toon I'll save and then run through a whole town hitting everyone until the whole town is chasing after me and see how long I can survive. ^_^

Make a sneaky theif for sure.. I was hesitant at first, thinking it would be boring having to sneak around all the time. But now he's my favorite characters. Silent rolling all day, stealing anything my heart desires, and 1shot headshotting bosses from across the map is always fun :]

This hasn't happened to me but on one of my toons I killed a dragon right outside the DB hideout and it never went away... pretty funny everytime I fast travel there he's posted in a new position just chilling all dead and stuff. I'm on ps3 as well.

Heavy Armor for sure. And the weapon is up to you. I personally prefer swords because they swing the fastest, so you get more enchantment procs

Yeah this game is really random. At times I sort of wish that enemies displayed their levels, with a system similar to World of Warcraft's. But as for your mage problems I'd suggest getting some gear with +Magic Resist and/or speccing into reduce magic damage intake.. I don't know what type of...
Your starting out spells don't reach far at all. Don't trip. In a couple levels you'll be able to purchase Ice Spike, Fire Bolt, and Chain Lightning which reach very far. Infact, I believe Fire Bolt and Ice Spike keep going until they hit something...
