    If you've got perk points to spare, Quiet Casting from the Illusion tree will solve your first problem completely. As for the back-pedaling, well, don't! You gotta turn around and sprint to gain significant distance. And don't just run away in a straight line and turn around to start casting...

    Dwemer Warrior

    I once had an idea somewhat similar to this; it was to make a "Dwemer Centurion" character, that uses only Dwarven Armor, with a Dwarven Mace in one hand, a Dwarven War Axe in the other, and shouts as a pseudo-steam-breath.     Can you Power Bash with a Dagger?

    Can you effectively Power Bash with a dagger? I mean I'm pretty sure you can, but does it stagger the enemy as effectively as any other one-handed weapon, or even two-handed weapon or shield? If so, I'm going to make a very interesting thief character. :p
