    Usually outside Embershard Mine there is a one bandit guarding the entrance. Thieves are completely random I think, and usually show up in towns. They tend to show up in Riverwood a lot in my experience. Never seen a thief outside Embershard though

    I'm not sure I understand? Do you mean enchantments on the weapons you give your follower? I think you can give a follower a weapon with any kind of enchantment.
