Where is the Raven Rock Ferry...?

So, I understand I need to take a boat from the Windhelm docks to Raven Rock. It is said there are two boats at the dock, of which one will take me to Raven Rock. However... I see only one boat and the captain isn't taking me anywhere..

What quests do I need to do first, or what level do I need to be, or what else is needed for that second boat to appear?

Nico, if I recall corectly, you have to wait a little to get attacked by some cultists, then you get the objective marker for the boat.

(I know these games, if you're two feet off, you can wait till you're blue in the face) :-)

Well, try fast travelling a little and they'll eventually pop right up, watch it, they can put up a small fight if I also remember correctly, they even attacked me in Whiterun after I fast travelled there xD

OK, I understand. That happened to me long time ago already. Also in Whiterun. So I guess that's not it.

I don't remember. Steam tells me I already have the Dragonborn dlc, so I guess I did. Dont' know any quest names? Then I can check. All these quests are so chaotic... I wonder how much pot the developers smoked when they put all this together...

Did you figure it out yet? If not:

1. After realizing you are a Dragonborn, make sure to visit the Graybeards.
2. Cultist will literally attack you right after where ever you fast travel normally. They won't attack you until you've met with the Graybeards.

But you said you already did this? Are you 100% sure? Because if the cultists attacked you, it should have come up as a mini quest or something telling you to inspect them. I would think you would have.... and if you didn't I would imagine there would still be some quest indicating you to do so in the "miscellaneous section." Also make sure it's the people with those weird masks and robes (I almost got them confused with the "Boethiah Cultists" or whatever they are because it said cult).

You can't get to Sols. until you do this, so you're out of luck if you can't figure it out. You can then try uninstalling Dragonborn DLC and then putting it back in adn see how that goes. It should reset the whole process and you should be able to give it another go (I had to do this with Hearthfire) Good luck!

I know the problem here. You have to complete some of the main questline for Skyrim before they (The Cultists) will appear. I do believe you have to complete The Way Of The Voice for it to start and I THINK you have to be a certain minimum level. First part I know for sure but the second part not so much.

Just remember, all you need to do is visit the Graybeards and just complete that very first quest. That's it. You don't need to go get the horn and all that. And I don't think there's a level requirement.

you DO have to get the horn. Otherwise the Greybeards will not name you as Dragonborn. Hence the cultist see you as a threat to their leader.

The cultists will attack you after you meet the Greybeards and collect the Horn of Jurgen Windcaller. Once you defeat the cultists, loot the cultists orders from their bodies and read it and it should tell you to travel to Solstheim. Talk to Gjalund in Windhelm Docks to travel to Solstheim

Huh well I've never had to get the horn, maybe it's a glitch in my game. Every time I just visit them, and finish "The Way of the Voice" or whatever it is, they attack me right off the back, even at level 5. Never got the horn any time.

They give me the third word to Unrelenting Force, I fast travel, and BOOM! Cultists. I have learned to fast travel somewhere with guards, so I can watch them get their tails kicked, without having to draw my sword.

I didn't realize you could finish Way of the Voice without the horn. They've always attacked me as soon as I "landed" wherever, from being "spoken to" by the Greybeards. They give me the third word to Unrelenting Force, I fast travel, and BOOM! Cultists. I have learned to fast travel somewhere with guards, so I can watch them get their tails kicked, without having to draw my sword.

I can't remember the names of the quest. But as soon as they give you the task to retrieve the horn, the old quest is complete and the new quest with the horn has begun.

I haven't gone up to meet the grey beards yet, but I have the quest to do so. I haven't been attacked by the cultist, but I went to Windhelm to see if the boat to go to Solstheim was there and it was. It's at the docks, just go talk to everyone till you find Gjalund Salt-Sage. Once I found him I talked to him and there were a few options. He will ask if you want to go to Solstheim. I don't remember the exact dialog.
