Race: Any Human Race; Preferred Breton if you want to get the most out of racials amongst the Humans.
Basically, Unarmored/Unarmed character with both Lightning Spells and conjuring 2 Storm Atronachs.
Buff up; summon; go in kung fu with 1 hand and lightning in the other.
Enchant alot of Unarmed Dmg which should be like 13 unarmed dmg a chant w/ perks and maxed enchanting + Enchanter's Philter. Add some Magic Skill Chants + Health/Magicka.
Legendary Daedric Gauntlets + 13 unarmed dmg x3 via Ring/Necklace/Hands.
60-65 + 36 = over 100 damage each punch; which isn't bad.
