I have done almost all the quests you can do in the Dragon Born DLC. I cant start the quest Filial Bonds because the npc named "Wolf Wolf Blood" is nowhere to be found.
I can't find Wolf Wolf Blood.

He's the quest giver. He's usually in the center of the village at the tanning rack. Sometimes he's sitting on the bench next to his house.
Just so you know, this is a pain-in-the-ass quest to finish, as finding Wulf's brother is by random encounter. You might want to read the walkthrough for it: Filial Bonds - The Elder Scrolls Wiki

I found him next to the wind stone dead. He must of died when I had to fight the lurkers. Is there any way I can still do this quest even though he is dead?

You can still do it - after you get the quest - find him and then you'll be prompted to search his body. But I'd find Wulf and activate the quest asap - apparently I waited too long after his death and he disappeared so I am forever stuck at needing to search his body.
