One thing I have noticed about the enchanting skill is that the magnitude of the enchantment has no effect on how much experience you gain for enchanting an item. The mage stone and resting perks will increase the experience but beyond that you always get the same amount of experience whether you enchant an item with a petty soul gem or a filled black soul gem.
