One thing I've noticed is that some merchants cannot be invested in. One example is eurland Grey mane in whiterun, or tonilia the guild fence in riften. Also, that orc blacksmith woman in Markarth cannot be invested in because you can offer to invest, but paying her 500 gold to invest in her business does not appear in the scripting, regardless of if your character has 500 gold or not. And, with angeline morrard in solitude, you can invest in her business, but if you do, the offer to invest does not disappear from the scripting, and you can keep paying her 500 gold indefinitely. My guess is probably glitches in the game.
