PS3 Possible problem with bedlam jobs?

I'm not sure how to fix this, or if there's even actually a problem or if I'm just unlucky. Every time I ask Delvin for a bedlam job for the Thieves' Guild, he sends me to Windhelm. He never sends me anywhere else. Five times so far I've gone to Windhelm for bedlam jobs. Then I just asked for another and he gives me Windhelm again. For this reason, most of the time I just do the numbers jobs for him, since those have variety; he sends me all over Skyrim for them. But I'd like to do bedlam jobs in other cities. There's only so much to steal in Windhelm, and it's boring going to the same place over and over and not being able to anticipate any variety.

Is this a known bug, is it a problem specifically with the PS3 version of the game, or am I just having bad luck?

I think it's pretty much RNG with whatever hold he sends you too. You probably just have bad luck I suppose.
 
After I posted this, I saved and kept asking for bedlam jobs and getting Windhelm, at which point I would reload from the save and try again, just to see. Just kept getting Windhelm. Finally after this happened several times, I gave up and settled on a fishing (pickpocketing) job. After I completed the fishing job, I went back and, for the hell of it, asked for a bedlam job again, and to my surprise he gave me Whiterun. I had never done any fishing jobs before, since my pickpocketing skill was really low. For some reason after I finally did a fishing job, the bedlam jobs started working.

Maybe I was just unlucky all along, but I dunno, it's quite a coincidence. I think it was glitching for some reason. It seems fine now though.
