Dragon spawining bug or not?

Out of the Whiterun the dragons, who usually spawns overhead and starts to attack, suddenly does appear far away and starts to circling over mountains. First i was thinking it is meant so, but now it seems to appear it is glitch, and they spawn at wrong place, and they don't attack me. Haven't gotten any souls long time. If it is glitch, is it known glitch, and how to deal with it?

I post question here, as searching from google gave me just a row of spoilers, the name of the final boss and some minor bosses (it seems it is impossible to avoid spoilers nowadays).

Are you talking about the first Dragon Encounter at the Western Watch Tower? Or are you talking about dragon encounters in general?

Dragon Encounters in general are simple - they will only go after and attack you if you are essentially directly underneath them while flying or fairly close by. In game you can and will frequently see dragons flying around in circles in the distance as you travel around but like most all other enemies, you won't be targeted unless you are close enough to be seen by them.

If what you are talking about is the Watchtower encounter at the very beginning of the game after going to Whiterun, then yes that would indeed be a glitch. Not one I personally have frequently heard about but I recall hearing about it a couple times in the past. I can't really give you any fix for such an issue however. If you have mods installed it might be a side effect of that, or it could be as simple as your save being messed up.

I've found that sometimes some dragon spawns will NEVER attack you, no matter what. You can chase these 'paper dragons' down and shoot arrow after arrow while they fly directly over you but you'll never hit them and they'll never land or become hostile.
They're for decoration only. ;)
