So you say your character is level 25? Just verifying cause that's important.

The most common way that this quest is triggered is that at level 10 whenever you enter a main city, an Orc called Durak will approach you and talk to you about the Vampire Menace. Now, no matter if you even continued to converse with him, the quest will be added to your quest list (or should be anyway.) The next way would to be talking to hold guards, which you have done so I'm not sure what's going on with that. And the third and final way of triggering it is talking to Aegmar in Dayspring Canyon where the Dawnguard Fort is located. Aegmar is a Nord man that you encounter upon entering the canyon, and he will usually walk with you when you approach the fort. You can simply discuss things with him and then boom, the quest will be triggered.

Now, if you are on Xbox 360, there is unfortunately a huge known bug that makes all of these options completely impossible no matter the level. Meaning that none of these options could even be a possibility for you. If this is the unfortunate case there isn't much you can do. You can see if when you go into a different character if the situation is different, maybe check if your character is a Vampire (this might have a part you aren't seeing), or just start a new character in general.

I hope that this helps a little bit, feel free to continue asking questions :)

If you are on X1, do you have mods installed at all? I know from experience that mods tend to cause some random problems with the game now and then and it can be as simple as uninstalling and reinstalling them, reorganizing the mod load order or just switching them off and making a mod-free save to start the quest before re-enabling them again afterwords can solve the issue as well.

Well, if you do have mods, then you do know how to get to the mod section of the game. At the main menu just go to the section called Mods. Once you are in that section, there should be a specified button that allows you to look at your Mods' Load Order. Once there you can go through your installed mods and you have some options. Hovering over a mod, you'll get some options like "Enable/Disable, Move, Update and Delete". I could be missing one, but those are the options that matter.

First and foremost, you should go over all your mods, and scroll through there descriptions to find where the mod poster has written it's compatibility and the recommended spot for it to be in your load order. Once you have that all out of the way, test the game and see if anything changed _ can the quest be triggered?

If not don't save anything, and go back to the Mod Section and look at your load order again. Go through and disable all of them, reload the game, and make a completely new save that is mod free entirely. Test to see if you can trigger the quest. If so, then it's just a matter of trial and error from there. See what works and doesn't.

If going to a mod free save doesn't effect anything, then your best bet would indeed reverting to an earlier save (the less mods the better btw), and see if that helps. If none of this works you'll probably just need to start a new game.

With the cloud thing when it comes to XB1, I honestly can't say I know what you are talking about there. I am not aware of any cloud storage system - I've never stored things online. So I'm sorry that I can't help with that bit.
