I'm doing the Stormcloak quest line and completed the Fort Neugrad part. I also completed Blood On The Ice well before that. Ulfric told me I could buy a house and to talk to the steward. It gave me the option "I'd like to buy property (12,000 gold)" but Jorleif refers to the events from Blood On The Ice and says the house isn't available yet. But shouldn't it be at this point?
