After much research I conclude that perhaps there is no definitive answer. Nobody can say for sure who it might be. Perhaps it's one of those non-canon things, allowing you to decide who is sending these letters. Some ideas I've heard make sense for some character types but make no sense for others.

If I start by telling you my best candidates, and why, then the bickering and snarling can begin! So, as a do-gooder Nord warrior, Davimiir likes to ponder the possibility that perhaps, just maybe, he is guided by Ysmir Wulfharth-The Underking. He works behind the scenes after all. Of course, if I were a High Elf and a member of some shady organisation this would make no sense at all!

And now for my 'clever dick' bit. Whilst wondering the great province of Skyrim one finds many books of course. There is a book called Dragon Language:Myth No More by Hela Thrice-Versed. Another candidate who possibly knows where all the the Word Walls are, I thought! I won't go into all the candidates otherwise I'll be here all week!

Who do you think is sending you the letters?

I like to think that there's a guild of couriers (Fallout, anyone?) and the boss of them has an interest in all things that impact his or her business. And, since the Dovahkiin is fighting to keep Skyrim, its citizens, and thus some of the guild's members safe, he or she does what they can to increase the Dovahkiin's chances of success by using the courier network to find information on word walls.

Or it could be the Hero of Kvatch, surfacing from the depths of Sheogorath's mind to disperse information whenever the Dovahkiin uses his or her Thu'um - since the Dovahkiin has the power of a Divine coursing through them (especially when they Shout), it could be a sort of spike in power (or a blip on a radar) that catches the Hero's attention, and pulls them from Sheo's subconscious enough to send out a message. The dude in Solitude, Sheogorath's rambling Dark Elf minion, could be the one the Hero speaks to, and he in turn sends the message via courier to you.

Never mind who's writing the letters - what always irks me is the fact they say I "caused a stir" in whatever location I used the shout that triggered the letter. I can understand if I use my voice near a farm or in a town or a jarl's court or a tavern, except quite often for me it'll be in a secluded place, like an abandoned mine in the Rift or outside an ice cave in The Pale. Who the f#ck keeps complaining about my shouts out there? The wolves? The bears? The rabbits? The butterflies???

Last time I received one of these letters, it said I caused a stir when I used my thu'um at Heljarchen Hall. That's my fricking house. I should be allowed to shout there all I want. I guess my housecarl doesn't approve of his thane distracting him during his rounds by practicing his ancient nord arts on his ow property. Or perhaps I'm disturbing the local giants from milking their mammoths in peace.

I read it as the kind of stir in which you create interest - so if you're in an abandoned mine, and shout, perhaps you caught the ear of a passing merchant (passing the entrance) and they brought it up. At your house, bandits could have been on the move, heard you shout, and talk about it. And when they're talking, some hero comes through and overhears before either killing them or running like hell and talks about it in the cities or towns.
 
I love Restless' idea that the couriers work for a kind of Nirnian Shadow Broker.

It would also explain how those couriers always manage to find you so damn quickly in a world without GPS. This is best epitomised whenever I pass by Largashbur. Invariably, after helping the orcs there, the giant bugs out and respawns as I go near, and it will eventually kill all of the orcs there. I've given up trying to defend them every time, because I come at Riften that way whenever I use the mountain pass to move between Falkreath and The Rift. So, each time I pass by, it seems, one of the orcs dies, and a courier is always waiting for me in Riften with a letter of inheritance to deliver the bad news. How the hell did you find out so quickly? How did you know I'd be there? How did you even know what I look like?! It's not like you ask for my ID before you hand over potentially confidential information!

Nirnian Shadow Broker. It's the only explanation. And it would explain the letters from a friend, too! Whoever's in charge has a vested interest in helping the Dragonborn from beyond the shadows. I wonder what other pies s/he has their fingers in...?

But you can get Esbern's help by becoming a Blade, anyways. Plus, you get the letters without grabbing Esbern. Who before you find him, has done his best to remain hidden, and wouldn't risk sending messages. And Septimus isn't coherent enough to write a letter like that, let alone repeatedly. And that's ignoring the fact that no courier would travel to his iceberg, nor would Septimus leave the Dwarven safe.

But you can get Esbern's help by becoming a Blade, anyways. Plus, you get the letters without grabbing Esbern. Who before you find him, has done his best to remain hidden, and wouldn't risk sending messages. And Septimus isn't coherent enough to write a letter like that, let alone repeatedly. And that's ignoring the fact that no courier would travel to his iceberg, nor would Septimus leave the Dwarven safe.
Septimus and Esbern. They're the only ones who make sense in my Head Cannon. Sorry.

And why would a courier not travel to either the ratway or to Septimus' Iceberg? I've had them hit me up in Blackreach for goodness sake!

Well, the thing about Esbern is, again, due to his secrecy. There's NO way he'd let a civilian know about his bunker, not on purpose. He's more careful than Delphine. So while a courier might go to his bunker, Esbern wouldn't allow it in the first place, so that's why I don't believe he could be the Friend.

As for Septimus' iceberg, it's about realism. The only way a courier could get to his hideout is by boat or by swimming. There are no boats to be seen in the area (and if he was such a regular customer, they'd certainly have a dock and boat readied), so the only other option is to swim. And considering how frigid waters affect the body, there's no way a courier could swim to and from the iceberg while getting out of the water in between, not without pausing to recuperate (which they might not, since they're supposed to get the package and deliver it as swiftly as possible). The courier would most die of hypothermia before getting you the letter. Especially considering there are no healers nearby, and I doubt Septimus would be of any real help.

I'm gonna check to see if you can get to Septimus's(ash pile)without getting your feet wet. It was so long ago since I last went up there I can't remember. I shall report my findings hence!

I thought that the iceberg itself was surrounded by water?
It is, but there is an ice flow from the spit of land all the way out there. It may be cracked, but it acts like solid ground.

Haven't looked yet but I reckon you only need to get your boots wet and not much else. The mad old dude would have to go buy food in Winterhold somehow!
