I am playing the PlayStation 4 version, my character is level 43 and all of a sudden when I'm being attacked the whole screen blurs and everything else is in slow motion. It makes it really easy to kill my enemies but it's been like this for a long time. When I did a search on the internet, most of the talk is about slow motion using a ring mod or PC problems. Any help?
In my experience this has to do with the 'Quick Reflexes' perk in the Block skill tree. It happened to me a couple of times last night actually in the Forgotten Vale; an enemy power-attacks while you're blocking, and everything is supposed to go into slow motion until either you interrupt their power-attack, or their power-attack is completed. Sometimes, though, it bugs out and continues going on in slow motion (with the associated blurry vision).
I've found that if you hold your block and wait for your opponent to attempt another power-attack (which can take a while, because y'know, slow motion and all) and allow it to be completed, this will break the slow motion and things will go back to normal again.
If it persists and you can't find another enemy to power-attack you, then try moving through a loading screen. If it still continues after that, you might have to load a previous save.
