Vlindrel Hall upgrade help, won't trigger

Here's a challenge for someone well versed with the console commands.
I need to use the console to get upgrades for Vlindrel Hall.
My game glitched out when I purchased Vlindrel Hall, so when Raerek said "Here's your new key", I got no key, actually. If I engage him again, he still offers me the house, and it just loops. I keep saying I'll take it, and he says here's your key, but I get no key. I quit the game and restarted it, same thing.
So to try to remedy this, I gave myself the key with the "player.additem 00094391 1" command,
and that allowed me inside at least.
Interestingly, , the Jarl recognized that I'd bought it, and gave me the title of Thane (homeownership being one of the prerequisites) so I've got the housecarl, Argis, and sure enough, he's there as is his quarters/bedroom.
But I still can't upgrade it and put in alchemy and enchanting tables because Raerek is being an idiot, I never get prompted to upgrade. I definitely have the coin.
Oh, also, "purchase home in markath" quest also shows completed in the journal. So every aspect of the game recognizes it but the guy I have to go to upgrades for. (the other guy, Reburrus Quintilius, doesn't even give me dialog options)
How do I add the upgrades via PC console? I have the IDs for them, (Bedroom upgrade is 000e2d52, Living room is 000e2d53, etc..) but player.additem obviously doesn't apply here, since they're not inventory items.

The ID for Vlindrel Hall itself is, I believe, 0010d58f (unless that's just the door itself) (and it's "LCTN" (location) is 0001F313) so perhaps a prid, followed by a setav command? I'm having no luck with that though.

Thanks, but I got Argis already, because the Jarl recognized me as thane. I just can't get Raerek to acknowledge that I bought the house so I can get the upgrades.
The quest shows as complete, but yeah, I did try the setstage favor250 20 the day before. I'm still stuck in the same situation though, it's pretty weird.

I realized I also didn't receive the book for Vlindrel Hall decorating when I "bought it",, so, I gave myself that too, hoping maybe that and the key would trigger it, but nope.

Well, I've got sort of a workaround. I went in and disabled all the cobwebs and junk crates, etc.. and manually added an alchemy table and an enchanting table with the player.placeatme command.. I don't get all the loose supplies of course but it's better than nothing and my inventory is already pretty full of ingredients. (Especially considering I've got a necklace that allows me to lug around +3,000 lbs of stuff, love that enchanting/alchemy loop exploit )

Just to close up this thread, I got some help from user ghastley on the bethesda forums and solved the mystery!
It was actually very simple.
At the console, I typed:

• prid e2d53 <enter>
• enable

and the did the same for the other upgrade IDs.
Not much to it after all.
