Bounties and killing guards

So my character has 9000 health and cannot be killed by guards. When I had a bounty on me after completing a DB mission in Dawnstar, I killed all the guards without taking any damage. However, they attack me each time after I come back to the city. It appears that Skyrim respawns guards even if you kill all of them. I had everyone in that damn city attacking me even though I did a sneak stealth kill inside the lady house with no witness. Even stupid Silus mage guy attacked me and I whacked him as he is killable plus his armor is cool stuff. BUT that asshole stormcloak NPC is unkillable. Will that affect my quests later in the game? I hope not.

Stay away a while they should stop attacking you and don't talk to guards or get too close if you have a bounty. Act shady and walk the other way. You can go to your connections in the thieves guild to get rid of the bounty silus has a dedric item, it's not so hot but if you gotta get em all. If the stormcloak guy doesn't get over it after leaving for a while try a calm spell just to get through his dialogue

It's not going to work. If he/she did, indeed kill all the guards, the bounty is so high it doesn't matter if he/she waits. I once did the Foreswarn Conspiracy and went on a killing spree and ended up the a 200K bounty. No amount of bribery, affiliation benefits or surrendering was going to work. You can wait 10 days or so and then go back and they WILL attack you, but there is a small (10%) chance that, if you sheath your weapon that they will just try to arrest you and let you pay your bounty.

Well since I may go imperial route and kill stormcloaks anyhow, it really does not matter. Since Dawnstar is controlled by the Stormcloak douchebags they will die eventually by my hand. Man I thought that the Imperials were douchebags for wanting to chop my head off but now I hate the Stormcloaks even more. They are dumb, racist, quick to judgement and attack on site when it is none of their business.
