The Stormcloaks, almost every time.
I don't know what it is about the empire, but they bother me.
There are alot of things that make the Stormcloaks more appealing and alot of big picture things that make the stormcloaks more appealing, but the empire always rubs me the wrong way in skyrim. I just can't stand them.

He doesn't have a rightful claim to the throne, he's dragonborn, but not of Septim(I know, not the actual family, shut up) stock. I like to think that the cannon is that the empire actually does fall. That's the direction everything is heading in. Unless the canon is also that the dragonborn destroyed the dark brotherhood rather than assassinating the emperor, I'm pretty sure the emperor is dead, there isn't an heir, and the council will be....bureaucratic in their ruling. I doubt the empire will last longer than another century at the rate things are going.Like LuChao it depends on the character. I believe history will show that the Dragonborn successfully negotiated an uneasy truce between the sides. What happens after that is less clear; I'd like to think that he maintained peace by taking his place as rightful Emperor, uniting the Empire against the Thalmor. Some believe the Dragonborn is destined to languish in Apocrypha serving Hermaeus Mora. Unfortunately the latter seems more likely due to TES protagonists' tendency to fade into obscurity.
Being the man to unite the Empire and gain victory over the Thalmor would grant him that right in the absence of an Emperor, just like Alessia and Tiber Septim in past eras. No need to assume the Dragonborn was the one pulling off the assassination either.
