So what are "External Assets"?
Reading Bethesda's post (You will not be able to upload external assets with your PlayStation 4 mods, but you will be able to use any assets that come with the game, as most mods do.), they make it sound like most mods will be possible.
Reading some threads at the Bethesda.net forums, they say about 99% of mods DO use "External Assets"....

what its trying to say is if this one understands correctly is that the mods can only use whats in the game ......

this one is NO moding expert ..........is only a user, but if this one understands it correctly
You can make a mod but can only use whats in the game .......external resources are not allowed-- you can only use base game components. .....mods like Frostfall wont be possible because they requires Campfires with new tents etc. or mods that add cloaks, lamps, also you wont be able to make new stand alone armor, weapons, no new followers, no new sounds.
what you can do is alter an already existing asset ..........for weapons as a example, you could change the meshes so the look slimmer, shorter, ext ......... the same with armors, textures, music, etc. .............there be mods like Silent NPC's, Less Rain, More Rain, and a lot of skills overhauls ............Better merchants, better weapons stats ext

If I could get a world map with roads like they have in F4, I'd be a happy camper... not that I don't know every road, path, goat trail and walkabout that there is in Skyrim already, but, still...what its trying to say is if this one understands correctly is that the mods can only use whats in the game ......

I always liked the looks of the modded armor, but i suppose we'll be very limited in that. New faces, an updated SkyUI (crossing fingers), the worldmap with roads, character creation overhaul are things i'd love

That's cool. Some of us like to sell our souls to the devil for marketing purposes and invasive procedures.They just announced that ps4 will be allowed Mods too. I think I still want an xbox

this one would love to be a fly on the wall at Sony or we may have to wait for 50 years when the decision will be declassified to find out what really changed there minds!
bet ya it had to do with not letting Microsoft get the monopoly on mods, thus losing the console war
a lot of people will sleep well tonight ..........wonders if you can install mod's in dreams
Well, since we can use what we have in the game already, maybe we could have fus do rah'ing mudcrabs wearing fine hats? (you know, the ones with the fur brims). Or worse, mudcrabs with Belethor's voice trying to sell their sisters wearing iron helmets!April Fools ................giggles

I'd like to know. What we'll need is a list of what exactly will be available as a mod for PS4.Will the Skyrim Unofficial Patch be useable on the PS4?
