Ok so, I have pretty much tried everything to try and fix this bug, after I kill the dragon at kynesgrove, It says to talk to Delphine but she will only have two options to choose when speaking to her, neither will let me progress. I have tried going to jail to reset the game going to a very very far back save and having to do a lot of stuff over, Also got rid of my follower to see if it would help, and lastly I really didn't want to do it because of game breaking and all that but I tried console commands to force the quest to finish and another to get the next one to start but that did not work either. I really hope there is some way I just have not found yet because, I really don't want to download the game again and have to restart my character....

What are the two topics when speaking to her? First should be about who she is, and what she wants. Then after that has been revealed you will ask her about Dragons and then finally the Thalmor.
If the console commands setstage MQ106 155 followed by setstage MQ106 160 fails then nothing short of a new game will likely solve the issue. Seems like you could have a save corruption.

It's a 50/50 chance, trying to fix a corrupted save file, and it is a very looong and tedious process that you REALLY need to know what you are doing when changing scripting etc. You'd be better off reinstalling. Everything.

I have a mission like that. It will forever remain unfinished and I will never be able to get the quest item out of my inventory. It has something to do with giving a helmet to some guy, sorry for lack of details, it has been a while since I have played.
