Is This Supposed to Happen?

So I'm doing the dark brotherhood questline with a less than subtle character. I tend to just walk up to people and chop their heads off, then take the jail time. I just Did Bound Until Death, I crushed the bride, looted her body and ran for the exit(The sort of secret Solitude exit right next to the market stalls where you go through a gated door and then down some stairs and your outside the city). I go finish the mission wearing the wedding reath on my head and then do another dungeon for another quest. Then I decide to swing by my house in Riften to drop off some stuff. As soon as I'm in town I get arrested, 1000 septem bounty and I don't remember killing anyone in Riften(lately). But anyway I pay it off, and then go to Solitude to face the music for the Vicci job(lest it get in the way at the wrong time later) and nobody cares. I can even talk to guards and when I look in my crime stats I don't have a bounty in Solitude. So I paid it off in Riften? I thought I could only do that in Solitude?

I'm finding the same thing doing the dark brotherhood questline with the bounties in other holds (ps3). I can commit the crime and escape unseen only to find as soon as I turn up elsewhere, I've already got a bounty.

The groom, Snow-Shod, is a member of the Rift crime faction. So, he probably witnessed your murdering his bride, and the bounty got added to the Rift rather than Haafingar.

some shady fellow, could be a dark brotherhood member by the looks of him , thinks he goes by the name Bad People .........giggles

then he ran towards the docks with the wedding wreath on his head
