Sahdira agrees that Argonian sounds best. The Argonian's ability to breath under water would make them formidable on the sea. Dunmer would be an appropriate choice as well. She has heard that some refugees from Morrowind turned into pirates.

I'd also heavily suggest the Dark Bortherhood:

During the quest to kill the emperor (the second time) you end up on a boat. Go to the top deck, and go to the very front of the ship. Walk up the narrow ballast, and you'll find a sword sticking out of the bow. This sword is Windshear; a scimitar which is potentially the most powerful weapon in the game. Every hit from this blade causes a stun, allowing you to slaughter near anything in melee combat. Practically cheating for an aspiring swashbuckler!!

personally I use an imperial with light armor like guildmasters (for the hood since AC4) so that I have some protection since I hate running around

I played pirate, didnt like it tho. Redguard, redguard clothes, dual-wield scimitars. Smithing, steel and arcane. Didnt finish it tho, and i deleted it :/

I once played as a pirate too. Redguard, dual wielding scimitar, pirate captain clothes(mod)... I enjoyed it, for a while. I started to get tired of him after a week and in the end, I dumped him.

When I think swash-buckling adventure on the High Seas, I think of the Redguard. Mostly because of the game The Elder Scrolls Adventures: Redguard. You can be from Stros M'kai, an island settlement off the coast of Hammerfel. What's their major export?

Go for a Redguard, they'd look the best in pirate outfits ;)

besides, I recommend getting mods - for outfits and for piracy in general.

I'd say the best thing about pirates is, that it every race could be a pirate :) Same as in Thieves guild or Dark Brotherhood.

Now that I think of it, I don't remember argonians or khajiit in the Thieves Guild. There is an argonian in the Dark
Brotherhood though

There is an argonian as a liaison and former member of the Thieves Guild. The fellow in Solitude that was dipping his fingers into the East Empire Company's warehouse. The Khajiit are at a disadvantage as far as being thieves in Skyrim. Their mere presence in most hold-fasts is unlawful. It's hard to blend into a crowd when you're already breaking the law just by walking around.

And the Dark Brotherhood have quite a few Khajits. You may not see them in the sanctuary but if you manage to get DB assassins after you, you will find that most are either Khajits or Argonians(this kinda breaks the game for me, although it's only happened in one playtrhough).

I have an idea for an Imperial lady pirate by the name of Bonita Rugier, better known as Black Bonnie.

She has supposedly captured a dozen ships by getting the (usually male) sailors more interested in her shapely, all-female crew.

Her backstory contains details like she has supposedly lived 320 years, and she is supposedly the mother of the Gray Fox; as a result, no one really knows where she came from or what her true intentions are.

She's not afraid of anyone or anything, be it guards, beasts, marauders, dragons, vampires, etc. In her opinion, the day she stops testing herself is the day she gets herself killed.

Her perks are:

One-Handed (Bladesman)
Light Smithing (Arcane, she'll eventually be wearing Guild Mistress armor!)

Illusion (Pirates like Fear spells)
Restoration (She wears light armor, Avoid Death might very well save her life!)
Alchemy (primarily poisons)

Stealth (she knows how to not be seen until she wants to!)
Alchemy (primarily poisons!)
Pickpocket (that very nice Poisoned perk to go with her crafted poisons!)
