You read it and it gives you the option to get levels in a class of skills. You can only use it once unless you uninstall the patches and dlcs, in which case you can use an exploit to use it infinite times.

Y'know, only one of the most useful artefacts in the game
(Use it close to end-game for for useful results, as levelling becomes a much longer process)
