Yes you can, however it does take time and patience. Well worth it however if you are trying to up your up your skills quickly.
Got Dawnguard installed? If so there is a quest called Lost to the Ages. It is quite a difficult and lengthy quest, however, the rewards are worth it. One of the rewards you can choose is an Aetherium Crown. This Cirlclet enables you to have 2 standing stone abilities. One on yourself and one on your Crown. Put The Lovers Stone on your Crown. Leave the Crown OFF before resting in an owned bed (away from your spouse), when you wake up, put the Crown on. You will now have a +10% and a +15% skill increase for the next 8hours.
If you dont have Dawnguard.... get Dawnguard
