I've tried basically everything . Nothing is working! Is there ANYWAY to fix the lag for PS3 ? I deleted the game data and reinstalled, didn't work. Help please!

Do you have auto save turned off? That helps with a lot of lag issues on PS3.
And what about DLCs? Do you have any installed? If so, try uninstalling and reinstalling them.
Also if you have a lot of junk lying on the ground in your Skyrim game, pick it up and put it in the nearest barrel/container. Sounds weird but it works.
If you have a ton of keys in your inventory, like over 20, take them out of your inventory and store them somewhere safe. I store mine in a chest at Breezehome just in case I ever need the keys again. I had this same problem plus a ton of glitches and doing this fixed most of it.
Try creating a totally new save file instead of saving over an old one. And try deleting the two files with the Skyrim logo in your save folder, running the game and letting them get re-made. That has also fixed my lag before.
Clear out any save game bloat. Anything over two saves including auto save can lag you. Put ones you're not using on a USB drive if you want to keep them.
If none of that works, I don't know what to tell you. Maybe try starting over by installing Skyrim on a new profile with a brand new character. Hope this helps.

The things ecozombie said, plus this....

Sleep for 24 hrs, 31x in a row, then fast travel out of town and back. Everything in the world, which can reset, should reset then, and reduce both lag and load screen time.

About eco's mention of things laying around, I've noticed a definite difference in lag, between having no Hearthfire home, a Hearthfire home without an armory, and a Hearthfire home with an armory. The more stuff that's "out," the more the system has to render. I once tried to fill a room with my loot, just create big piles of it, in the small round room at the back of the house. I took everything out of containers and trudged through the house, to that room, and started dumping it. By the time I got to about shin high, the lag was so bad I could barely move. Picked it all up, and things were fine again.
