when you look at a post...down in the left corner you will see some thing like: Radia964, 38 minutes ago, Report, Give Reputation (from your post above) click on Give Reputation!
at the beginning you can give 1 point.....this one can give 3 max......some ppl can give up to +20.....think its got do do with your popularity....could be wrong...am new too
btw you cant give rep points to the same person...first you have to rep 5 others before you can rep someone again....
