Wow, can you provide with some screenshots or even a video? I have never even heard of anything like this, and it sounds amazing!
If you need help, try launching Skyrim without mods, or verifying the game cache. If this doesn't help either, try loading an earlier save or even starting a new game.

I would like to see this, too. haha That's incredible. It's probably because of a mod or something similar. That doesn't happen under normal conditions as far as I know.

Maybe the citizens of whiterun decided they wanted a new pool? It's my only guess anyway. Makes playing tags with the kids harder when theres a chance of drowning I guess.
Still, do you have any mods installed? it sounds like there might be conflicting mods in either the wrong order, or overlapping and causing issues.
