Can you get capes?

I'm sure there are mods if you play on PC. On console the only capes I know of are on the Nightingale armor or Royal Vampire armor.

Cloaks of Skyrim and Winter is Coming. Either one, or both together. Cloaks of Skyrim has a huge variety of cloaks and capes, and focuses on different cloths, colors, and styles. Winter is Coming focuses entirely on heavy fur cloaks and hoods, but the quality is unbelievably good. All these are standalone items.
I can only think of three cloaks, all on clothes or armor, in the vanilla game available to players: Nightingale armor, one of the Imperial armors, and the Redguard outfit.
