I believe what he means is that a horse can be ridden in and across bodies of water. So say your character who is on their horse drives the horse across the water while still on it's back - that works. Kinda like a boat. lol

It really does work I thought I was the only one who discovered it all you have to do is get a horse ride it into the water to where it's swimming get off and get back on then the horse walks on water!
