PC Grainy Graphics on Camera Movement

When a regular axe just won't cut it.
Recently I've switched to a new PC, and upon first starting up Skyrim again, I noticed that there was a major new graphical anomaly. Specifically, upon going into third-person view and changing the camera angle, everything gets grainy and pixelated as long as I'm moving the camera. As long as the camera is still, I have no problems, but moving in any way causes this glitch.

I have a 2.5 GHz cpu, an AMD Radeon 7700 GPU with the latest drivers, and 4 GB of RAM.
I have fiddled with the settings for anti-aliasing and anisotropic filtering but these don't seem to affect the glitch no matter what they are set to.

I had the same problem and the result of which actually comes from a GPU's drivers, not so much Skyrim. I have an NVIDIA Quadro 2000 with the latest drivers of course, and this problem still presents itself without the following solution. There's an application called Nvidia Inspector which allows access to a plethora of driver settings not available out of the standard Nvidia control panel. For AMD based cards, you can try out Radeon Pro. I would have posted a link but I don't yet meet the requirements of this forum (WTH?!?!). To my understanding, it's AMD's equivalent to Nvidia's tool. I've never used AMD's driver tool before so I don't know what it gives access to. However, the settings you want to look for are as follows:

Texture Filtering - Anisotropic filter optimization (set to On)
Texture filtering - Anisotropic sample optimization (set to On)
Texture filtering - Negative LOD bias (set to Clamp)
