Would it be difficult living in an Argonian-ruled Hold?

There's only one hell, the one we live in now.
Let's say for whatever reason an Argonian was put in charge of Riften and The Rift, would it be difficult for Nords and other races to live there during that time?

Depends on the nature of the Argonian, and how he was raised. Since Riften is by its nature one of the most corrupt but stable holds it probably would mean much with Maven Black-Briar still active.

They would probably be trying to spread the culture, undoubtedly. I don't think Riften would change much as a whole, but one could probably expect slightly different variations in food and services than the rest of Skyrim.
 
Riften is a town that seems not to care too much about politics as a whole, as long as you have the right connections or backing. If you had say Maven Black-Briar's support or alternatively, the Thieves Guild and Dark Brotherhood support, no one would dare speak against that person, Argonian or not, especially in Riften. I don't think it would make it difficult - not any more so than living in Riften already is for the people, you know?
