Is there anyplace that you have come across that stays cleared once you have cleared it? I would like to have a Robin Hood type of character who has been wrongfully accused and so has to live in the wild. But I would like to have a home base to work out of. Any ideas?

The Necromancer's shack near the standing stones just before Riverwood :) Go down stairs, come back up stairs, kill her, then the shack is all yours.

There's also the Alchemist's shack after the mountain pass, on the way to Ivarstead from Helgen!

From Riften, go North toward Windhelm. When you reach Mzulft, turn up the path and there is a Dwarven Storeroom on the right. It's full of ingots and Dwarven metal, and one of the DLCs does use it for a find-this-piece location, but there are no beasts and it doesn't respawn. You'd want check first, but I believe the convector can be used as a no-respawn storage. No beds though.

Well Robin Hood wasn't evil so i'm not sure about the bluff. Thanks for the input so far good stuff!

Anything around Riftin?
To add to what Adge said, the Alchemist's shack is below Ivarstead, in the Rift hold. The nightstand is safe storage, though nothing else is, and the bed gives a "rested" bonus. There's also an enchanter and a small garden.

I'm working on an Alchemist's shack mod for Lizzie right now. It's got all the crafting upstairs (took out the bed, etc.) and it now has a farm-style basement with living quarters.

Time for some ale
While not in the wild, I have used the abandoned house in Markarth, where a certain 'evil' is first encountered. It is conveniently located near the town gate. One just needs eliminate that pesky Vigilant, and the place is all yours. Not to mention the neat mace that terrifies the guards. :beermug:
