No, from my knowledge of psychology, Ulfric would likely not want to torture people after being mercilessly tortured himself.

Ulfric himself does nothing at all but laze in his throne. Let's Galmar handle everything, while he just practices some speeches. After all charisma is the only positive characteristic he has.

Anyway;

"Those Thalmor are elves, too. I bet they're working together. Maybe I should round up some men and take us a few prisoners to interrogate."

Cut content.. Full game files has Ulfric at every battle giving the speech as well as fighting.

Defect computer hardware is a real pain. Glad to see I only missed 21 pages.

Are there still any Stormcloaks left, or can I spare myself from making the Stormcloak Jarls look bad (found some more NPC dialogue)?
Look up ;)

Exactly, it was cut. In Oblivion the Champion became a member of the Elder Council as the Duke of Colovia, except it was cut and the only thing remaining was the Colovian Signet ring.

Full game (Without cuts) has Elisif and Jarl Balgruuf being killed. Also you could expose Runil (Falkreath Priest of Arkay) for being ex Thalmor:

"They are the governing council of the Aldmeri Dominion. They lead us to attack the Empire and forced the Empire to agree to stop worshiping Talos. It was during the war with the Empire that I was at the height of my power. As a Thalmor battlemage I laid waste the enemy. Men, women, children, no one was spared my wrath. I destroyed whole villages."

Some things that are cut would make the game so much better, and the lore so much richer. But alas, if it doesn't make it into the final cut, it is gone.

You're taking it too far, both "generals" in the un-cut version of the game do the battle speeches and fight. Skyrim has loads of unfinished data, it is well known that the game wasn't "finished". The game had full city sieges like Whiterun, but they didn't have time so they were cut, the game had more npc's in the battles, but again they were cut. You're comparing apples to oranges, obviously the Jarl Elisif and Balgruuf quests were scrapped for lore purposes, whereas Ulfric/Tulllius fighting was cut for time saving.

It was still cut, it doesn't matter if it was for time or for budget. Elisif and Balgruuf wasn't cut for lore purposes, they had replacements and dialogue. Probably was cut when they cut most of the civil war, and Lady Elisif became Jarl Elisif.

Even still, wasn't it Galmar not Ulfric who did all the city battles and speeches? Fairly certain it was Rikke and Galmar who did the major capital battles in the cut content. While Ulfric and Tullius did Solitude/Windhelm.

Removed quests and cut content are two different things.. Siege battles & who takes part in them were cut to save time, whereas the quests were removed as a change to the story. The only thing cut from the Civil War were who does the speeches, npc's that take part (Giant's for the Stormcloaks), and citty siges (Markarth, Falkreath & Morthal). This started from someone saying the Jarl just sits on his throne all the time.

Not really, cut content/removed quests are basically the same thing. They were quests which were cut. The Civil War is a quest, and had several quests removed. There were 12 radiant quests + the city sieges. Only three quests remain in the Civil War out of the 12.

There was a lot cut from the Civil War.

Imperial Legion quests

"First off, we've learned the location of some rebels scouting our positions throughout the hold. Need to take them out."

"First off, they've got some rebels holed up in a nearby settlement. Need to clean them out so our boys can move in."

"First, we need to limit Stormcloak capacity and send them a not so subtle message by sabotaging a resource they claim to control."

"First, we have information regarding the movements of a rebel courier. We need to intercept him and confiscate his package."

"First of all, one of our men was captured by rebels who refuse to surrender him. So we're going to break him out."

"First of all, I need to sew confusion and doubt through the rebel troops. I want to assassinate their commanding officer."

"First, our intelligence suggests one of the rebel garrisons has become disaffected. If we play our cards right, we should be able to turn them."

"First off, seems the Jarl's Steward might be vulnerable to blackmail. Need to investigate that possibility."

"First on my list, is a problem with our supply caravans being constantly harassed by a giant. Need to deal with that hairy brute. And soon."

"First, I need to get a handle on rebel operations. Need to discretely liberate some documents from their headquarters."

"First of all, I'd like to drum up some more support from the local populace. I have someone in mind."

"First off, there's an Orc hanging around causing me headaches. Something about a vision quest he needs help with."

The dialogue is doubled with "Secondly" so it appears you got given two assignments.

The enemy faction would also actively play against you, attacking your Holds, villages, and what not. You were paid weekly and could donate your money to the widows of your fallen soldiers. If I recall correctly you were able to set patrol routes for your soldiers. Attack and take over mines, mills, farms etc.

Common for those who are guilty of treason. Criminals die by hanging, starvation, thirst, poor health etc.

Headless zombies are good, they make less noise. Besides if you were any sort of Necromancer, you would be skilled in sewing flesh.

That wasn't cut content, cutting out Ulfric's additional speeches was a DLC.

I always found this interesting, something to do with Necromancy.

Looks like Necromancy Dark Brotherhood hybrid.

It looks like something that would be in a Necromancer's bed chamber(s), which is miles underground, which is in an elaborate, hellish, maze, which is dark and full of... bad people, which is in the secluded dungeon of total B$, which means you'll get 90% of the way thru it and die at the very end.

So... eh... I'd leave that scroll right where it is and forget you ever saw it :)

You said it wasn't cut content, then immediately after said it was cut content lol.

Just kidding man. I dunno, perhaps it would have been best to at least have allowed Ulfric Stormcloak his say in the battles. We could have learned more about his policies and what vision he had for Skyrim. It seems Skyrim and it's Civil War has had a profound impact on many people and for their sake, Skyrim deserves more attention. This most certainly goes for the Empire as well, I was looking forward to a 4th DLC and making right the WGC.

At least this way, we all could have had some kind of closure. A little more character dev between Ulfric and Tullius would have been nice as well.

At least a fourth DLC where we could all see how things panned out. A little more character dev between Ulfric and Tullius would have been nice as well.
Not just Ulfric, Tullius too.. I thought it was pretty depressing that both Generals only appear for one battle o_O. I also made a thread talking about a similar thing with the DLC, I would've loved more Skyrim related

Or maybe an Update, where they put in the original Dynamic civil war, as well as add in some bits and pieces that were cut from the game, like The Windhelm Arena (really hoping for that one)
